While PowerPoint for macOS doesn't have a Developer tab, the features you want are still available:

Editor: Choose the Tools > Macro > Visual Basic Editor option

Macros: Choose the Tools > Macro > Macros option

Add-Ins: Choose the Tools > Add-Ins option
