Users often are not sure about the credibility of the data they find within their enterprise, and lack the necessary information to identify the appropriate data to use for their analysis and reporting.
Certification of queries enables you to address the issue of lack of trust in the data available to the users. Using Power Query, authorized users (such as data stewards) can certify a query while sharing it or by editing an uncertified shared query to let the users know that they can trust the underlying data sources referenced by the query in Power BI for Office 365.

Who can certify a query?
Only users who are members of the data steward group role in Power BI can certify queries. Power BI administrators can add users to this role using the Power BI Admin Center. For more information, see Add Users to the Data Steward Group.
How to certify a query?
You can certify a query while sharing a query, or by editing an uncertified shared query in Power Query. To certify a query, you must select the Certify this query for others check box while sharing or editing a shared query.

In the Share Query dialog box, check Certify this query for others.
What happens when you certify a query?
When you certify a query in Power Query, a certified icon () appears alongside the query name in the Shared pane, Online Search pane, and in the preview fly out screen of the shared query in Power Query to let users easily distinguish a certified query.
