Outlook Error: "The operation failed..." when selecting Manage Rules & Alerts

ISSUE

When you click RulesManage Rules & Alerts..., the following error occurs:

Manage Rules & Alerts

Error:  "The operation failed because of a registry or installation problem. Restart Outlook and try again.  If the problem persists, reinstall."

The issue may occur after installing the following perpetual updates:

Warning: We do not recommend removing security updates as a workaround for this issue.

STATUS: FIXED (See Note)

Note: The issue and error can be caused by two different bugs. In most cases, the fix released on January 8th will resolve the issue. However, if you continue to experience the problem, you were also affected by the second bug. The second bug fix is currently in development. We will update this page when we have more specifics on this second fix.

If you have an Office 365 subscription (C2R) version installed:

This issue is fixed in Monthly Channel Version 1812 (Build 11126.20196) and higher. To get the latest update immediately, open Outlook and choose File > Office Account > Update Options > Update Now.

This issue is also fixed in Semi-Annual Channel (Targeted) Version 1808 (Build 10730.20264) and higher, Semi-Annual Channel Version 1808 (Build 10730.20264) and higher, and Semi-Annual Channel Version 1803 (Build 9126.2351) and higher. If you have a perpetual (MSI) version of Office installed:

The issue is fixed in the January Public updates listed in this article: January 2019 updates for Microsoft Office

If you still experience the issue and error after applying the January 8th update...:

If you installed the January 8th update and the problem persists, you are likely experiencing the second bug. 

If you have an Office 365 subscription (C2R) version installed:

The second bug is fixed in Monthly Channel version 1812 (Build 11126.20266) and higher.  To get the latest update immediately, open Outlook and choose File > Office Account > Update Options > Update Now.

The second bug fix for the Semi-Annual Channel versions is currently expected for the February 12th Public Update.

If you have a perpetual (MSI) version of Office installed:

The second bug fix for perpetual versions of Outlook is expected in the February 12th Public Update. 

In the meantime, as a workaround, you can manage rules in Outlook Web Access (OWA).  If you use Outlook Web Access to edit the rules, please avoid running Manage Rules & Alerts... in Outlook or the error will return. 

Warning: When you create, modify, remove, enable, or disable in Outlook Web App, some rules that are send rules and currently disabled rules will be deleted. If you need to preserve the client side rules please wait for the fix to be released.
