SharePoint 2013 ships with a small set of ranking models that can be configured to be used for search. When you have a requirement for relevance that might not be satisfied by the out-of-the-box set of ranking models, the Ranking Model Tuning App enables you with functionality to construct a customized model. The Ranking Model Tuning App is provided for use only by end users of Microsoft customers who are authorized users of Microsoft services.
