Microsoft Forms is a part of Office 365 that allows your users to quickly and easily create custom quizzes, surveys, questionnaires, registrations and more. When you create a quiz or form, you can invite others to respond to it using any web browser, even on mobile devices. As results are submitted, you can use built-in analytics to evaluate responses. Form data, such as quiz results, can be easily exported to Excel for additional analysis or grading.
Note: Microsoft Forms is generally available to Office 365 Education users, and is in Preview to Office 365 for Business users.
Use the Office 365 admin center to disable or enable external collaboration
By disabling or enabling external collaboration for Microsoft Forms in the Office 365 Admin Center, an Office 365 administrator can control whether external users are allowed to collaborate with users in your organization on a form or quiz. For example, a user in your organization creates a form, but wants to invite others to help:
View and make changes to the design (for example, edit questions).
View, edit and delete responses.
The external collaboration setting allows you to restrict the collaboration on the form to only users within your organization.

Important: The Microsoft Forms external collaboration setting does NOT control the following, which are always allowed regardless if the external collaboration setting is set to off:
The external collaboration setting is turned on by default, and can be easily configured through the Office 365 Admin Center through the following steps:
Sign in to Office 365 with your work or school account.
Click Admin to go to the Office 365 admin center.
Navigate to Settings > Services & add-ins.
On the Services & add-ins page, click Microsoft Forms.
On the Microsoft Forms settings screen that opens, for the External collaboration setting, set the toggle to Off if you want to disable external collaboration or to On if you want to enable external collaboration, and then click Save, and then Close.
Disable or enable Microsoft Forms user license assignment
When you disable Microsoft Forms for a user, that person can't use Microsoft Forms. The Forms tile will get hidden in the Office 365 app launcher and homepage. An admin can also choose to disable Microsoft Forms for their entire organization.
